Assistant City Clerk
The City of Holly Springs, Georgia is looking for a highly organized, detail-oriented Assistant City Clerk to support the City Clerk's Office. This position is responsible for supporting the City Clerk in maintaining official municipal records and managing public meeting functions, while also providing support for human resources and risk management functions. This position provides essential administrative support that ensures transparency, and compliance, thereby promoting the efficient and accurate daily operations of the City Clerk's Office.
Essential Job Functions Include
- Assists in preparing, reviewing, verifying, distributing, and posting meeting agendas, meeting packets, minutes, legal notices, and other public records for City Council meetings, as well as for various boards and committee meetings, in compliance with Georgia's Open Meetings Act.
- Prepares for and may attend City Council, public hearings, and other board and committee meetings to record and transcribe minutes.
- Sets up the council chambers or other meeting rooms as needed.
- Maintains membership lists of City board, committee, and advisory committee members.
- Assists candidates qualifying for local elections.
- Assists with managing employee recruitment, onboarding, training, payroll and benefits, and employee relations.
- Assists in monitoring claims activity and processing various claims, including property, casualty, general liability, and automobile liability.
- Assists in managing risk initiatives to protect the City's assets and reduce losses from employee injuries, accidents, or liability exposures.
- Maintains confidentiality of all information and documentation.
- Maintains organized and confidential digital and physical filing systems.
- Assists in coordinating the City's open records requests and records management program, including compliance, storage, release of records, retention, and destruction of documents.
- Conducts records maintenance activities in compliance with guidelines governing record retention: ensures proper maintenance and storage of records including scanning, confidentiality of information, and release of records to authorized individuals in accordance with established guidelines; initiates any actions necessary to correct deviation.
- Coordinates the city's records management program; processes documents for shredding; maintains lists of all destroyed documents.
- Resolves, and coordinates response to open record requests as required by law.
- May perform general clerical tasks such as answering phone calls, typing documents, making copies, filing documents, or processing incoming and outgoing mail.
- Performs related duties.
Minimum Experience And Training
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education; supplemented by three (3) years related experience and/or training that includes municipal government administration, records management, public interaction, and personal computer operations; or any equivalent combination of education, training, and experience.
- Experience is sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years' experience or service.
- At least 1 year of human resources experience preferred.
Preferred Qualifications
- Certified Municipal Clerk (or ability to obtain within two years) or similar certification preferred.
- Notary Public (or ability to obtain within 6 months).
